Particularly, in December 2009 electric power supply to Chinese consumers in the area of Heihe amounted to about 116 million kWh.
Electric power was supplied under the contract concluded with the State Grid Corporation of China in February 2009. It should be noted that electric power export to China was renewed on March 1, 2009 after two years’ suspension period (the frontier trade of electric power was suspended in 2007 due to price disagreement). For export, JSC «Eastern Energy Company» purchases electric power surplus generated at power stations of the United Energy System of the East which is non-demanded at the domestic market. Electric power is delivered to China via the existing interstate 110 kV line Blagoveschensk – Heihe and 220 kV line Blagoveschensk – Aygun.
In order to increase electric power export from Russia to China (target, 60 billion kWh per year by 2020) JSC «Eastern Energy Company» plans to construct new generation facilities with the aggregated capacity of 10,800 MW as well as AC and DC power transmission with the total length of over 3,000 km. JSC «Eastern Energy Company» currently carries out preparatory work for the new 500 kV line construction from Amurskaya Substation to Khabarovskaya Combined Cycle Station (Steam and Gas Station) with the capacity of 400–500 MW. These facilities are to be put into operation according to the first stage project for power export increase in the volume of 4–5 billion kWh per year.

«Russian electric power export to China will allow ensuring power consumption growth in Russian Far East in the short run and thus solving a number of system problems in the energy sector which slow down Far Eastern economy development. Thanks to the project implementation the existing power stations load will significantly increase which means the high-efficient use of power capacities and reduction of reserve factor and as a result the tariff lowering for consumers. Funds from electric power export make up additional investments into development of grids and generation facilities in Far East, modernization of the existing power facilities and construction of new ones, including development of new coal fields, provide for new workplaces, growth of tax payments to budgets of all levels. Finally, constraints to provide new consumers with electric power will be eliminated and power supply reliability will be improved».
