The startup of Khabarovskaya CCGT TPP along with the 500 kV power transmission line connecting Amurskaya substation with the state Russian – Chinese border in Amur Region will ensure the increase of power supply Russia to China from 1 up to 4–5 bln kW/h a year.
At present, land survey works are being carried out at the plant’s construction site located in Ilyinka settlement, Khabarovsk Region (30 km away from Khabarovsk). In particular, the company conducts land clearing works at the area of 59 hectares and carries out planning of the relevant infrastructure – the main site of the unit, the storage and installation base for equipment and constructions as well as the automobile road for cargo delivery. Works are performed by JSC RZhDStroy, a specialized contractor company.
The construction of Khabarovskaya CCGT TPP is specified by an agreement concluded with the administration of Khabarovsk Region in June 2008. The new TPP erected within the frames of investment cooperation between the region, JSC Eastern Energy Company and JSC Far-Eastern Generation Company is expected to become one of the most efficient plants featuring a high performance factor as well as one of the most environmentally friendly generating facilities in the Far East.
In addition to power output providing for export to the Chinese People’s Republic, Khabarovskaya CCGT TPP will supply heat to the consumers of the regional administrative center and the adjacent areas. Average annual output of the plant is scheduled to achieve 2.7–3.7 bln kW/h and the heat supply of 1.3-1.4 mln Gcal. The construction term of the facility is 2.5–3 years.
Alexey Fedchenko, Deputy General Director of Eastern Energy Company:
«Commencement of works at the construction site of Khabarovskaya CCGT TPP is a momentous milestone in implementation of our project aimed at the increase of power export from Russia to China. We started up the practical implementation of the agreements which had been achieved with our partner – the State Grid Company of the Chinese People’s Republic. Khabarovskaya CCGT TPP will provide for power supply in the scope coordinated with the State Grid Company of China that is up to 5 bln kW/h a year; in this way, we will improve stability of the Eastern United Energy System. Besides, the launch of the CCGT will ensure the increase of residential construction intensity in Khabarovsk due to additional heat supply. The unique technologies used at this power plant represent an illustration of actual implementation of undergoing policy targeted at establishment of power-efficient economy in Russia. Thus, we find it symbolic that the implementation of the most advanced technologies in the production of power and heat as well as the construction and commissioning of new generation power facilities featuring the performance factor of over 55%, start in the Far East».
