There is no more flare burning above Khabarovsk oil refinery

A ground flare package has been put into operation at Khabarovsk oil refinery. This development by NAO (USA) is designed for smoke-free flaring of gases and steams remaining after petroleum processing.

Construction and commissioning of the ground flare package is a part of Alliance’s harmful environmental impact reduction strategy.
A ground flare is especially vital for facilities located within the city boundaries since the abovementioned system’s efficiency of removal of gaseous wastes degradation products exceeds 99.9%. This is the best value of reduction of sulphur oxides, nitrogen oxides, and other VOC carcinogenic emissions.

A ground flare system allows for better control of the burning process. Inside the flare stack, there are 270 ground multi-jet burners compared to regular open-type flare packages where the burner is located in the upper part of the pipe, which results in emission of combustion products directly into the environmental air.

The new flare package capacity is 150 tons of gas per hour. It is marked by maximum process automation and high operational reliability.
The ground flare package will be used for the needs of hydrogenation and hydrocracking complex which will be launched in 2014, and will enable Khabarovsk oil refinery to produce Euro IV and Euro V diesel fuel.

Commissioning of the ground flare package means that natives of Khabarovsk will no longer see the traditional attribute of Khabarovsk oil refinery – flame waving above the pipe.

Khabarovsk oil refinery covers about 30% of oil products demand in Kahabrovsk Territory, Amur region, Jewish Autonomous Region, and Primorye. Currently, Khabarovsk oil refinery is going through the second stage of major upgrade and modernization. The level of petroleum feedstock processing has already been brought to 4 mln tons per year, the range of output products has been increased, commercial production of Euro V standard motor gasoline has been commenced. The oil conversion ratio will achieve 90%, and commercial production of class 4, 5 diesel fuel and Jet A-1 fuel will be set up. Thanks to the upgrade, it will also be possible to significantly reduce the environmental load. For example, oil products content in waste waters will be 4 times less, and air emissions will be reduced by 40%.
