Ivan V. Beltyukov was born in 1973 in Perm. In 1996, he graduated from Perm State University (economics degree with a major in accounting, audit and analysis of business and financial activities). In 1999, he completed law studies at the Ural Academy of Public Service. In 2004, Beltyukov got an MBA in finance from the Leeds Business School in the U.K. In 2009, he got a degree from the Gubkin Russian State University of Oil and Gas in petroleum engineering.
He has worked for various LUKOIL subsidiaries since 1996: LUKOIL-Permnefteorgsintez, Permtex, Parma-Oil and Baitek-Silur. Beltyukov then joined LUKOIL Overseas as Head of its Cyprus Office (2005), Head of its Moscow Office and Corporate Services Director (2007), Head of Procurement and Contracts Office (2009) and, simultaneously since 2011, Procurement and Contracts Director of the Operating Company under the West Qurna-2 Project.
