The Deputy Chief Executive Officer of the IAEA took part in discussion of the activity on formation of the organizational infrastructure of Turkey’s nuclear branch

On the first day of his visit Bychkov met with teachers and students of the Hacettepe University, an only higher educational institution in Turkey, affording an opportunity to get education in the area of atomic energy. In the course of the meeting the Deputy Chief Executive Officer of the International Agency made a report on organization of educational process in the area of atomic energy and technologies of nuclear branch. The students of higher educational institution showed an interest to the report and asked a lot of questions replying to which Bychkov told about the IAEA approach to the preparation process of specialists of nuclear branch and gave an example of experience of different countries in this area. Alexander Bychkov was accompanied by Rauf Kasumov, the Deputy Chief Executive Officer of AKKUYU NPP JSC who replied to the questions of students on the construction project of Akkuyu NPP in the Republic of Turkey.

The following item of the programme of a visit of Alexander Bychkov in Turkey was a meeting with the Chief Executive Officer of the Joint-Stock Company on Electrical Power Generation of Turkey (EUAŞ) Khalil Alysh. During a visit the parties have discussed the issue of the construction of the second nuclear plant which at the present time passes a project stage. EUAŞ assumed a responsible task for the first time in its history to become a full participant of the NPP construction project. There is a goal for the Company to lay the foundation for further development of Turkish technologies of nuclear power engineering.  

Alexander Bychkov conducted negotiations with the management of the Ministry of Energy of the Republic of Turkey. The high-ranking official persons took part in the meeting, including the First Deputy Minister of Energy of Turkey Metin Kilci, Counsellor of the Deputy Minister of Energy Ilker Sert and Chairman of the Turkish Atomic Energy Authority (TAEK) Zafer Alper. The main subject of negotiations was the report of the INIR (Integrated Nuclear Infrastructure Review) Mission prepared by the IAEA for the purposes of the readiness assessment of the state’s national infrastructure for the NPP construction. Earlier officials from the Ministry of Energy of the Republic of Turkey repeatedly took part in meetings with specialists of the IAEA within the INIR mission. At this time Alexander Bychkov, the Deputy Chief Executive Officer of the IAEA presented a report drawn up according to the results of the last meetings to the Ministry of Energy of Turkey.

The INIR missions are intended to help the member-states of the IAEA in the readiness assessment of their national infrastructure to introduction of nuclear energy. In 2013 the assessment criteria were determined in the course of negotiations between specialists of the IAEA and representatives of the Project Company, under which Akkuyu NPP in its turn prepared a report. The INIR consists of both staff members of the IAEA and attracted international experts. The representatives of the International Agency carry out an intensive work on study of Turkey’s infrastructure in relation to the development of the country’s energy system when using nuclear energy.
