The Second National Standard for Operations and Dispatch Management came into effect in Russia

A new national standard developed by System Operator of the Unified Energy System JSC and approved by Order of Rosstandard covers principles and procedure of cooperation of power generating companies, grid operators, dispatch centers of the System Operator, and electrical power consumers in terms of organization of operation of relay protection and controls (RPC) systems and devices, in terms of establishment of new RPC systems and devices, and upgrade of the existing ones.

The Standard also says that RPC systems and devices must be developed or upgraded with due integration of electricity generation facilities, construction (reconstruction, technical upgrade, modernization) of electricity generation facilities that do not require integration, or by order of a dispatch center of the System Operator.
