RusHydro proceeds to the main construction stage of the 2nd phase at Blagoveshchenskaya TPP

Blagoveshchenskaya TPP (subsidiary of RusHydro JSC) has proceeded to construction and installation work at the second phase site.


As the General Contractor, Power Machines are beginning the restoration of main building structures and the concrete casting of foundations for the turbine set and boiler unit.

Power Machines are continuing manufacturing power equipment and are also engaged in procedures to select suppliers of auxiliary boiler equipment on a competitive basis. The general contract for the 2nd construction phase at Blagoveshchenskaya TPP, including turn-key contractor services, was signed between Power Machines OJSC and Blagoveshchenskaya TPP CJSC in December 2013 following open bidding procedures.

In compliance with the contract terms, Power Machines participate, as the General Contractor, in constructing the second phase of Blagoveshchenskaya TPP. The company will carry out construction, installation and commissioning and will also manufacture and deliver all necessary equipment including main power equipment – a 120 MW steam turbine complete with a turbogenerator, manufactured in-house, a pulverised coal-fired steam boiler, manufactured at Krasny Kotelshchik Taganrog Boiler-Making Works (part of Power Machines OJSC), and power and unit transformers to be made by Power Machines – Toshiba. High-Voltage Transformers
(a joint venture between Power Machines and Toshiba Corporation).

The capacity expansion project at Blagoveshchenskaya TPP has already gone through all checks and approvals. Positive expert opinions were given by GlavGosExpertiza of Russia for the technical and estimate parts of the design documentation, and also construction permit was obtained. Ernst and Young – Valuation and Advisory Services Ltd. conducted an independent technical and pricing audit of the project, as commissioned by Sberbank JSC. Its results were verified at a meeting, jointly held by the Scientific and Technical Council of the UES and the Scientific Council of the Russian Academy of Sciences, addressing reliability and safety issues related to major power systems. A headquarters meeting was held in Blagoveshchensk in early April to address the expansion of the cityʼs combined heat and power plant.
It should be reminded that the second phase of Blagoveshchenskaya TPP is one of the four projects that are implemented under RusHydro’s investment programme of constructing new power facilities in the Far East jointly with RAO Energy System of East JSC, as decreed by the President of Russia. Once the 2nd phase is constructed, the TPP’s installed electrical capacity will increase by 120 MW to 400 MW, and its thermal capacity will increase by 188 Gcal/h to 1005 Gcal/h. The annual production will achieve 464,000,000 kWh, the annual output – 427,000,000 kWh. The plant will be fuelled from Yerkovetsky open-pit coal mine, Amur Oblast. The construction is scheduled to be completed in late 2015. Blagoveshchenskaya TPP (100% subsidiary of RusHydro JSC) is the owner and developer of the 2nd phase of the largest thermal power producer in Amur Oblast. The integrated management of all RusHydro’s subsidiaries and affiliates (owners and developers), established specifically to construct heat generation facilities in the Far East, is provided by RAO Energy System of East (part of RusHydro’s Group).
