The meeting was chaired by Alexei Aleshin, Head of the Federal Service for Environmental, Technological and Nuclear Supervision (Rostekhnadzor) and was attended by representatives from major oil and gas companies such as Transneft, Gazprom, Lukoil, Rosneft, Nord Stream and others.
Opening the meeting, Alexei Aleshin noted that creating a remote supervision system is a priority in the activities of Rostekhnadzor. “Remote control is not just a tribute to fashion, but a conscious need, without which supervisory authorities will not be able to properly carry out their activities in the future”, he added.
The meeting included a report by Rustem Islamov, Transneft-Baltic Chief Engineer. He told the participants about the existing remote control system for the company’s crude oil and oil product pipelines. All facilities of Transneft-Baltic are equipped with automation and telemetry systems in compliance with regulatory requirements. The company has adopted a comprehensive approach to maintaining remote condition monitoring of its hazardous facilities. Monitoring and control of the crude oil and oil product transportation process are carried out on a continuous, 24-hour basis. Any accidents or deviations in process parameters are immediately notified to the staff on duty.
The automation and telemetry systems implemented at Transneft-Baltic not only warn of a possible accident, but also prevent it from occurring. Furthermore, the remote control system creates an archive of all actions, which can be used in the analysis of emergencies and irregularities.
At the conclusion of the meeting, Rostekhnadzor Head Alexei Aleshin added that several pilot projects to set up a remote control system at hazardous facilities will be implemented as early as at the beginning of 2015, with the operational monitoring system for the oil and gas sector expected to be fully completed by the end of the next year.
