Government Decree 296 (dated 9 July 2014) aims to reduce gas usage among industrial consumers, government financed institutions and district heating companies. Gas usage among these three major categories was 17% above the target set out in Government Decree 296 for the first 20 days of January (compared to 25.6% above target for December 2014 overall).
The largest breaches of the targets established by Government Decree 296 were observed in Rivne (+155%) and Cherkasy (+81%) regions. During the same period 13 regions consumed less than target or were within 15% of the government benchmark, compared to only 10 regions achieving this level of compliance in the first 10 days of January.
In particular, Zakarpatskiy (-21%), Zhytomyr (-12%), Sumy (-3%), Volyn (-3%), Kirovohrad (-2%) and Luhansk (-42%) regions consumed less gas than their allocated target (although the figure for Luhansk reflects data delays and disruption linked to the Anti-Terrorist Operation in this region).
Industrial consumers continue to exceed their targets (+25%), as is the case with district heating companies (+15%). Household consumption was down 16% compared to the same period last year (even accounting for the occupation of Crimea), while government financed institutions used 23% less gas than target. Household consumption virtually matches the corresponding period last year, while government financed institutions used 23% less gas than target.
Government Decree 296 targets natural gas usage of 70-90% of the previous year’s levels for industrial consumers, government financed institutions and district heating companies. The Decree does not set any targets for natural gas consumption by households.
