Naftogaz cannot make further advance payment without confidence in Gazprom’s strict adherence to Brussels protocol

For the past two days, Gazprom has not fulfilled prepaid gas supply orders from Naftogaz, thereby breaking contractual terms. Specifically, Gazprom was obliged to deliver 114 million cubic meters (mcm) on both 22 and 23 February but supplied only 47 and 39 mcm on these dates, respectively.

Gazprom has so far given no explanation regarding the violation of these contractual obligations.

Naftogaz will not be in a position to make an additional advance payment for supply of Russian gas until it receives assurance regarding Gazprom’s strict compliance with the Binding Protocol signed by Russian Energy Minister Alexander Novak, European Commission Vice President Guenter Oettinger and Ukrainian Energy Minister Yuriy Prodan on October 30, 2014 in Brussels.

As of yesterday, February 23 2015, Naftogaz’s remaining prepaid balance with Gazprom stands at 287 million cubic meters.

Naftogaz CEO Andriy Kobolyev commented: "The European Union is now Ukraine’s main source of imported gas, and that makes flawless execution of our commitment to transport gas to the EU our continued strategy".
