Ukraine gas usage down 10% in March

Ukrainian industrial consumers, government financed institutions, district heating companies and households used 3.54 billion cubic meters (bcm) of natural gas in March 2015, down 10% versus the previous year.

Government Decree 296 (dated 9 July 2014) aims to reduce gas usage among industrial consumers, government financed institutions and district heating companies. Gas usage among these three major categories was 16% above the Decree target in March (compared to 9% above target in February).

In volume terms, these three categories used 2.03 bcm of gas in February versus the targeted 1.75 bcm. Households used 1.5 bcm in February, 13% down on the previous year. All data excludes Crimea.

The largest breaches of the targets established by Government Decree 296 were observed in Rivne (+235%), Cherkasy (+114%), and Kharkiv (+39%) regions during March. During the same period four regions consumed less gas than target and nine regions were within 15% of the government benchmark.

In particular, Zakarpattya (-11%) and Zhytomyr (-4%) came in below the desired benchmark. Donetsk and Luhansk regions consumed less gas than their allocated target (although the figures reflect data delays and disruption linked to the government temporarily not exercising full authority in these regions).

Industrial consumers were 22% above the Decree target, while district heating companies were 14% in excess. Government financed institutions used 21% less gas than target.

Government Decree 296 targets natural gas usage of 70-90% of the previous year’s levels for industrial consumers, government financed institutions and district heating companies. The Decree does not set any targets for natural gas consumption by households.
