Svyaztransneft Ready for Spring Floods

As part of the preparation of the communication facilities of oil pipeline transportation and communication structures for the stable operation during the spring floods, the company has set up a commission headed by Fedor Shevtsov, Deputy General Director for Engineering – Chief Engineer of the company.

This commission coordinates the activities of flood control commissions of 13 branches of Svyaztransneft, JSC. In addition, a plan of readiness of communication facilities for use during the spring flood period has been developed and approved.

Thus, the Middle Volga branch of the company (the City of Samara) has analyzed the flood forecasts based on the analysis of the flood situation in 2014 and the forecasts of the Ministry of Emergency Response of the Russian Federation, identified the areas of possible flooding, and compiled a list of facilities that are located near 42 large and small rivers and two water bodies. Weekly provision of information about the passage of the flood to the flood commission of the branch and the regional control center (RCC) has been organized, and interaction with regional and district commissions for flood control in the area of ​​responsibility of the branch has been ensured.

In the Oka Region branch (the City of Ryazan), 28 cable river crossings have been inspected, 26 water pumps have been checked out, and six Emergency Response Teams formed under regime of high alert for monitoring of the technical condition of power transmission lines and power supply units have been created. Preparation of communication facilities for the flood period has been implemented by 18 units of linear services of 14 telecommunications shops.

Operations that were performed by the Volga and Kama branch (the City of Kazan) provide for stable functioning of all the communication facilities during the spring flood period in the territory of the Republic of Tatarstan, the Republic of Bashkortostan, the Chuvash Republic, the Mari El Republic, and the Republic of Udmurtia as well as the Perm Territory and Sverdlovsk, Orenburg, Ulyanovsk, and Kirov regions.

In general, Svyaztransneft, JSC warned the population in the locations of cable communication lines (CCL) as part of the measures for the spring flood period. Also, remote linear control systems at underwater passages as well as communication lines and facilities and operability of automatic fire-extinguishing systems have been checked. The specialists of the company have carried out seasonal maintenance and functional testing of the systems of industrial and domestic sewage and sewage treatment plants and have checked out 170 pieces of equipment and machinery for water pumping. For the flood period, 147 Emergency Response Teams formed under regime of high alert for monitoring of the technical condition of power transmission lines and power supply units have been created. Approximately, 150 kilometers of the areas that are subject to erosion by flood waters have been surveyed and further reinforced. Almost 2,400 warning signs have been checked out and repaired on the lines of communication at the intersections with the railway and with motor roads.

Provision has been made for removal of melt water, waterproofing of unattended repeater stations (URS), unmanned regeneration stations (URGS), cable duct channels, entries of cable communication lines into unattended repeater stations and unmanned regeneration stations that service the repeater stations. Continuous monitoring of the condition of pipelines and communication lines is performed in the landslide areas. The personnel of specialized units for emergency response and emergency equipment have been put on high alert.

As of April 16, 2015, ice breakup has occurred in 171 of 291 rivers, which are crossed by communication lines of the primary network of Svyaztransneft, JSC. Each branch is monitoring ice breakup on underwater crossings and the possible formation of ice clogging and water level increase in its territory. On a weekly basis, 13 branches of Svyaztransneft, JSC that are located from Novorossiysk to Khabarovsk provide information about the flood situation at the facilities of the company to the main control center (MCC) of the company (the City of Moscow).
