Fire Prevention Regime Enhanced at ESPO-2 Oil Pipeline Facilities

Transneft – Far East, LLC enhanced the fire prevention regime on all of its oil pumping stations (PS) of the second stage of the Eastern Siberia-Pacific Ocean Pipeline System (ESPO-2 PS) and other engineering structures that belong to the category of hazardous industrial facilities.

Currently, wildfires in the Amur Region, where a state of emergency has been declared, do not pose a threat to the facilities of ESPO-2 PS.

The specialists of the Company have tested automatic fire extinguishing systems, checked the functionality of hydrants and valves, readiness of the fire equipment, and have enhanced the control of the territory from the air.

According to Oleg Mogilny, Head of the Fire-Safety Service of Transneft – Far East, LLC, the readiness of fire protection systems of the pumping stations and created teams for extinguishing of possible forest fires is high. Furthermore, measures directed at establishment of fire lines along the perimeter of the facilities have already been implemented in all the PS that are located in the Amur and other regions, which eliminates the spread of fire in the direction of the stations even under strong wind conditions.

Mobile teams are always ready to proceed to elimination of fires in remote areas that are adjacent to the oil trunk pipeline and areal facilities. Together with the specialists from the Ministry of Emergency Response of the Russian Federation, the fire situation is actively being monitored. Transneft – Far East, LLC’s helicopters patrol the ESPO-2 route.  If necessary, drones of the company will be used to identify pockets of fire.

On April 13, 2015, an emergency situation regime has been declared in the Amur Region due to a sharp increase in the number of forest fires. An emergency situation regime has also been declared in the Primorsky Territory.
