Latvian Citizens Convicted of Stealing Oil from OPTPL

The Kirishi District Court of the Leningrad Region convicted two citizens of the Republic of Latvia of stealing oil from the Vtorovo-Primorsk Oil Product Trunk Pipeline (OPTPL).

The court sentenced the convicts to real terms of imprisonment in a penal colony for committing a crime under part 3 of Article 158 of the Criminal Code of the Russian Federation.

On August 25, 2014, the Security Service of Transneft Baltic, LLC together with the employees of Main Department of the Ministry of Interior of the Russian Federation for the City of St. Petersburg and Leningrad Region detained these criminals red-handed at the time of pumping oil from an unauthorized OPTPL tapping.  A Scania vehicle with a partially filled metal fuel tank with the capacity of 20 cubic meters which was installed in the back of the vehicle was discovered in the courtyard of a private house on the outskirts of the village of Irsa. Also, another partially filled storage tank with the capacity of 50 cubic meters with an oil product was found in a wooden structure at the summer cottage. The premise had high-cost electronic fuel selection control equipment, an alarm with an output to the GSM channel, and a video camera.

It is worth noting that other proceedings on the fact of theft of oil from OPTP are currently held in Tosno District Court, where the defendants are also citizens of the Republic of Latvia. They were caught red-handed at the time of transfer of fuel on November 15, 2013 by the law enforcement officers with the assistance of the Security Service of Transneft Baltic, LLC. The defendants could face up to five years in prison.
