PS-4 commissioned in Stavropol Krai

PS-4 is the first of the CPC pump stations to be commissioned within the Stavropol Krai. Currently, construction of PS-5 is nearing completion with its commissioning scheduled for 2016.

PS-4 was commissioned in the Ipatovo District of the Stavropol Krai. The ceremony was attended by a delegation of CPC lead specialists and managers headed by General Director Nikolay Brunich. The Krai Administration was represented by First Deputy Chairman of the Krai Government Ivan Kovalev and Minister for Energy, Industry and Communication Vitaly Khotsenko.

In his speech Nikolay Brunich thanked all CPC Expansion Project participants for good performance.

– I would like to express gratitude to the General Contractor – Stroynovatsii, Subcontractor – Contract-C, Management Company - Chernomortransneft and CPC Expansion Team which have completed the construction with high quality and within the approved budget – Nikolay Brunich said, also thanking the Stavropol Krai Administration and Governor Vladimir Vladimirov personally for assistance and support in the construction of the Consortium facilities.

The PS-4 construction was within Phase 2 of the CPC Oil Pipeline Expansion Project. It started in June 2012 and in August 2014 construction/installation was completed, enabling commencement of a startup/commissioning stage. In December PS-4 passed successfully comprehensive testing.

In process terms, PS-4 is an intermediate pump station without process tanks, but having a pig launcher/receiver. Its main facilities include mainline pump station, mud filters, surge relief system, operator building, fire pump station, administrative building, treatment facilities etc.

– Stavropol Krai develops dynamically, with industry accounting for a considerable share in its total production output - First Deputy Chairman of the Krai Government Ivan Kovalev noted. – We are very happy to have one more high-tech enterprise in our Krai.

Putting into operation of CPC facilities always means new jobs for local residents, significant regular tax revenues for district and regional budgets, development of social and charity programs. The PS-4 launch day was also marked by the delivery of two school buses, as a gift, to the Ipatovo District educational institutions. In the nearest future, eleven more such buses totaling over RUR 25 million in value will appear in the Apanasenkovsky, Turkmensky and Trunovsky Districts of the Krai.

CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.

The Expansion Project includes rehabilitation of 5 existing and construction of 10 additional pump stations (2 in the Republic of Kazakhstan and 8 in the Russian Federation), six new storage tanks (100,000 cu.m each) in addition to the existing four near Novorossiysk and a third SPM at the CPC Marine Terminal, and also the replacement of an 88 km pipeline section in Kazakhstan with a larger diameter pipe. The total amount of the Project investments will be US$ 5.4 billion.

CPC Shareholders: Russian Federation (represented by Transneft – 24% and CPC Company – 7 %) – 31%; Republic of Kazakhstan (represented by KazMunayGaz  – 19% and Kazakhstan Pipeline Ventures LLC – 1.75%) – 20.75%; Chevron Caspian Pipeline Consortium Company - 15%, LUKARCO B.V. – 12.5%, Mobil Caspian Pipeline Company – 7.5%, Rosneft-Shell Caspian Ventures Limited – 7.5%, BG Overseas Holding Limited - 2%, Eni International N.A. N.V. - 2% и Oryx Caspian Pipeline LLC – 1.75%.
