Nail Maganov, General Director of PJSC TATNEFT, presented a report on the implementation of the largest federal project in the oil refining industry. He pointed out that the Nizhnekamsk site was a place of .establishing oil processing facilities of the new technological generation providing for the maximum processing depth. During the project implementation, the Company invested RUB 307 billion. At peak times, there were up to 10,000 persons working at the the construction site only, and it was apart from the ones, who were preparing the construction site, and manufactured the equipment. There were, 25 groups of reactor, compressor, pumping, heat-exchange equipment, which had never before been manufacture previously domestically in Russia, that were produced and put into production.
Mikhail Smirnov, General Director of the United Machine-Building Plants, also directly contacted the videoconference event participants. The Izhorsky Factory team manufactured unique reactors for the hydrocracking process for the TANECO Complex. All in all there were more than 2 thousand Russian enterprises involved in the Project/
As the General Director of TATNEFT emphasized, today domestic constructors, designers, machine builders, technologists in a single united team can build similar plants all over the country and the whole world.
The plan for the TANECO project development has been calculated until 2023. At the moment, there are two production facilities are ready for commissioning: naphtha hydrotreatment for 1.1 million tons and isomerization for 420,000 tons. The project was implemented in cooperation with Russian designers and machine builders, new technologies for domestic refining operations were applied at the start-up facilities, including the equipment supply in the form of large finished technological blocks
In the videoconference mode President of the Russian Federation gave a command to commission the new TANECO’s production facilities aimed at increasing the depth refining ratio of oil, namely, the naphtha hydrotreatment and isomerization installations.
Vladimir Putin thanked, Nail Maganov, General Director of TATNEFT, as well as the designers, builders, engineers ,who participated in the construction of the Complex, for the effective work and congratulated the teams of PJSC TATNEFT and JSC TANECO with a great labor victory.
JSC TANECO is a high-tech project of TATNEFT Company aimed at the development of the oil-refining segment in order to ensure the long-term sustainable business development.
The TANECO complex was included in the list of projects implemented at the expense of the Russian Federation Investment Fund within the framework of the public-private partnership. The amount spent by PJSC TATNEFT for the implementation of the project from 2005 to 2017 totaled RUB 307 billion of own and borrowed funds.
TANECO has become an anti-crisis project for TATNEFT exclusively; the project implementation has provided a synergistic effect for many sectors of the national economy: machine building, construction industry, metallurgy, engineering design science. Large scale orders for the manufacture of equipment were placed at the leading domestic machine-building enterprises.
2010 witnessed the launch of the TANECO’s first stage and the first products of refining were received: naphtha, technological export quality fuel. The technological scheme of the oil refinery complex was getting more and more complicated year after year. There are two main phases related to increasing the refining depth of petroleum raw materials that can be distinguished: 2014 – commissioning of the combined hydrocracking installation (CHI) and 2016 – commissioning of the delayed coking unit.
Commissioning of the combined hydrocracking installation allowed the Company moving to a fundamentally new level associated with increasing the depth of oil refining and the yield of light oil products, and also achieve the goal in terms of saturating the domestic market with highly popular products: diesel fuel, aviation kerosene and base oils. It was for the first time in Russia that the technology of combining deep hydrocracking of vacuum gas oil with the production of high-quality base oils,
Commissioning of the delayed coking unit in 2016 allowed the TANECO complex becoming the first refinery in the country where they refused to produce fuel oil as the final product and switched to the production of light petroleum products only. The stable operation of the installation resulted in increasing, the depth of oil refining to 99.2% and the yield of light oil products up to 87%. The delayed coking unit is completely of domestic manufacturing: Russian technologies, engineering design and equipment have been used.
Today the product portfolio of TANECO includes about 20 kinds of high-quality and popular products: "Euro-5" diesel fuel, which is the best in Russia in terms of the cetane number; aviation kerosene, base oils, etc.
The operation start of the of the naphtha hydrotreatment and isomerization installation sis the first stage in the implementation of a full scale design for the production at the Complex of gasoline graded that corresponds to the"Euro-5" ecological class.
The naphtha hydrotreatment and isomerization units are the installations for the secondary oil refining. They work in tandem in the process flow and allow obtaining a high-octane environmentally friendly component of motor gasolines. In addition, the products of the naphtha hydrotreater are raw materials for the catalytic reformer, which allows producing a high-octane gasoline component and aromatic hydrocarbons popular at the market.
There were more than 60 hi-tech workplaces organized at the new installations. In total, more than 3,500 high-performance jobs have been created since the beginning of the TANECO project implementation. The number of technical engineering personnel and contractors’ workers at the construction site goes as high as 6,000 persons.
The plans within the framework of the TANECO Complex Development Strategy provide that 2018 will witness the commissioning of hydrotreating units for kerosene, diesel fuel, and also the start-up of a catalytic reforming installation, which will allow starting the production of premium gasoline grades.
Commissioning of ELOU-AVT-6 scheduled for 2018 will increase the throughput of the Complex to 14 million tonnes and will allow processing of half of the oil produced in the region into highly marketable products for Russia.
Only in 2017, TATNEFT Company paid out the amount of RUB 304.7 billion and TANECO – RUB 24.7 billion to the budgets of all levels.
