“SUENKO” OJSC is a network organization involved in transmitting electric power and must observe the Information Disclosure Standards.
Under Clause 12 of the Information Disclosure Standards, companies must publish their rates, the size of capacity loss, and measures to reduce losses, information about technical conditions of their networks, reports on annual plans for capital repairs and capital repair schedules with achieved results. All information must be published on the official web-sites of organizations as well as in the official media designated to publish legal acts. The publication deadline – no later than 1st March 2010.
Experts of Tyumen OFAS Russia checked the official print media – “Tyumenskie Izvestia” – where the company published the information in question, and concluded that the company failed to meet the standards.
According to Deputy Head of Tyumen OFAS Russia Igor Veretennikov, officers of Tyumen OFAS Russia keep strict watch whether network organizations observe the Standards. He said: “We monitor print media and electronic portals of organizations that under the law must publish such information. Should any violations be revealed, we will initiate administrative cases. We would like to draw attention of network organization to the need to observe the Standards as it affects market performance and development of the electric power market”.
If network organizations violated the procedures established by the Information Disclosure Standards they are punished by imposing administrative fines. Under Article 9.15 of the Code of the Russian Federation on Administrative Violations the fine for executive officers is 20,000 – to 30,000 Rubles and for legal entities – from 200,000 to 500,000 Rubles.
