Under Article 9.15 of the Code of the Russian Federation on Administrative Violations, if a participant of wholesale or retail markets of electric power and capacity violates the procedures, methods or deadlines for publishing information in the print media, which publish official materials of the state bodies in accordance with the federal laws, or in electronic media, as established by the Information Disclosure Standards, as well the procedures, methods or deadlines for providing information upon a written request of interested persons, it is punishable by imposing an administrative fine upon legal entities – from RUB 200,000 to RUB 500,000.
Based on its monitoring of compliance of participants of wholesale and retail markets of electric power with the Information Disclosure Standards, Chelyabinsk OFAS Russia established that “Chelyabinsk Grid Company” OJSC breached the Decree of the Government of the Russian Federation “On Approving the Information Disclosure Standards for Participants of Wholesale or Retail Markets of Electric Power”.
According to the Head of Chelyabinsk OFAS Russia Anna Kozlova, “Chelyabinsk Grid Company” OJSC failed to publish information about the company in official printed media as required under No.24 Decree of the Government of the Russian Federation, which infringed public interests, because in the absence of Internet access and, therefore, access to the company’s web-site it was not possible to obtain such information.
Chelyabinsk OFAS Russia found that the company committed an administrative offence under Article 9.15 of the Code of the Russian Federation on Administrative Violations.
