Reliable and continuous power supply to the Olympic facilities is the key factor for efficient organization of Olympic Games 2014. Supplying power to the newly built facilities is impossible without the procedures for technological connection of such facilities to power supply networks.
Technological connection often causes disputes between network organizations and consumers related to contract singing, performance, and termination, completing technological connection, determining the fee for technological connection and other disputes.
To guarantee technological connection of Olympic facilities to power supply networks, the Government of the Russian Federation passed No.341 Decree of 15th May 2010, which lists specific features of providing technical conditions, determining the fee for technological connection, as well as specifics of technological connection of consumer energy-devices to power supply networks in Sochi during organization of XXII Winter Olympic Games and XI Paralympic Games 2014.
The Decree provided for organization of the Commission. Its composition, Rules and Regulations were approved by a joint order of FAS Russia, the Ministry of Energy and the Federal Tariff Service of 14th July 2010.
The main objective of the Commission is to promptly consider unadjusted disputes between network organizations and applicants emerging in course of technological connection. Network organizations should make decisions about technological connection with due account of recommendations given by the Commission upon the outcome of its investigation of unadjusted disputes. The Commission also approves power redistribution between Olympic facilities and draws conclusions whether the power bids are justified; it monitors the order of bids filing and their Register, as well as concluded (executed) contracts for technological connection of Olympic facilities.
“The Commission will regularize the process of technological connection of power consumers to power supply networks in Sochi resort in course of organizations Winter Olympic Games 2014 and guarantee professional and impartial consideration of possible disputes. In the future this experience can be extrapolated to disputed around technological connections in general, not only in Sochi resort, in order to enhance efficiency and promptness of resolving disputes between network companies and consumers”, said Vitaly Korolyov, the Head of the FAS Russia’s Department for Control over Electric Power Industry.
