Rosenergoatom: a seminar-conference with NPP internal inspectors has been held

A seminar-conference, dedicated to the improvement of activity of internal inspectors of Rosenergoatom Concern branches – nuclear power plants - was held in Moscow.

The conference was attended by representatives of Internal Control and Audit Department of Rosatom State Corporation, Internal Control and Audit Department of Rosenergoatom Concern OJSC and its other structural subdivisions as well as senior auditors – internal inspectors of operated Russian nuclear power plants.
According to Director of Internal Control and Audit Department – Chief Inspector of Rosenergoatom Concern OJSC Vladimir Tatarchuk, who opened the conference, the main purpose of the seminar was to determine milestones for upgrading of efficiency of Internal Control and Audit Department activity.
During the two-day conference participants touched upon a number of questions, related to improvement of inspection activity in the sphere of procurement as well as to the legal framework that regulates Rosenergoatom Concern procurement procedures. They discussed the procedure of disciplinary penalty application, methods of violations’ cost estimate, inspection standards and organization of inspections scheduling for 2011.
Speaking about preliminary results of activity of the Internal Control and Audit Department of Rosenergoatom Concern OJSC in 2010 Vladimir Tatarchuk noted that 21 checkups had been totally held, 88 instructions given, 246 administrative and technical measures developed and 34 engineering regulations adopted. According to the Director of Internal Control and Audit Department tangible results were achieved by joint checkups, implemented by inspectors of the Concern and nuclear power plants. “We will continue the practice of joint checkups, the efficiency of which is proved by the time,” Vladimir Tatarchuk stressed.
Deputy Director of Internal Control and Audit Department of Rosatom SC, main ideologist and developer of the procurement unified industrial standard Pavel Tikhomirov presented to the seminar participants a report about control and organization of procurement activity and unified industrial standard realization. According to him the main objective of internal inspectors is to detect and minimize risks, which may result in non-effective use of organization assets and therefore impact its work efficiency. “The unified industrial standard has been developed in order to minimize risks of non-efficient work in the sphere of procurement activity. It is an instrument for purchasing agents, which helps to use competitive mechanisms for efficient use of Rosatom State Corporation’s assets. At present we have developed a document, regarding sanctions on unified industrial standard violations, but its adoption has been postponed till April,” P. Tikhomirov informed.
The meeting participants have discussed the procedure of implementation of Rosatom’s complex program, concerning suppression of theft and fraud, as well as readiness of enterprise workers for testing of the specified program knowledge.
Internal inspectors of Novovoronezh, Kola, Balakovo, Leningrad and Smolensk nuclear power plants shared the first results of their activity.
Procurement activity, including activity within investment projects, house building (crediting), asset management and other activities were chosen as upcoming trends of Concern’s internal inspectors work for the next year there were chosen
According to the result of the seminar-conference the participants noted the high level of event organization and implementation and acknowledged the necessity to hold such events periodically on the basis of Concern’s branches.
