The project of the units decommissioning has been developed by the planning and design branch of Rosenergoatom OJSC, after that the favorable conclusion of the RF State Expert Evaluation Department was obtained. The project focused on ensuring safety for the staff, population and environment.
As explained by Director for planning and projects of Rosenergoatom Concern OJSC Vladimir Meshkov, the normative documents admit two variants of an NPP unit decommissioning: liquidation and disposal. The project provides for and substantiates liquidation power units Nos.1 and 2 of NVNPP.
It provides for step-by-step disassembly and liquidation of equipment, systems, constructions and building structures, disposal of all radioactive waste as well as revegetation of the NPP unit for further use. It’s the so called “brownfield” variant – the first Russian project for decommissioning of an NPP with VVER-type reactors. It’s of agreatscientific, technicalandsocio-economicimportance, that’s why it has attracted not only Novovoronezh city and Voronezh region society attention but the attention of deputies at all levels power, scientists and mass media.
Representatives of Rosenergoatom Concern OJSC, the Federal Medical and Biological Agency, IBRAE RAS, Rostekhnadzor – over 350 people in all took part in the public hearings.
The hearings were dedicated to discussion of the questions which arose in the course of the EIA preliminary materials study. It was particularly noted that the qualitative and quantitative characteristics of the forecast state of the environment and living conditions make it possible to evaluate the impact of decommissioning of power units Nos. 1, 2 NV NPP as environmentally safe.
The hearings participants took a favorable view of the EIA preliminary materials the EIA preliminary materials. The hearings have been declared valid.
