The purpose of the visit was to examine the main structures of Zheleznogorsk TPP site and to evaluate the readiness of construction. The working group visited the united auxiliary complex where the members of the group reviewed the readiness of the chemical water treatment plant. Director of Krasnoyarsk branch of NIKIMT-Atomstroy OJSC Alexander Pendyurin reported on the “thermal bridge” which had been constructed and put into operation on tight schedule having provided the necessary reserve capacity of thermal power and integrated Zheleznogorsk TPP and Krasnoyarsk TPP-4 into a single complex. The delegation examined the “thermal bridge” and visited the steam boiler house, the main switchboard, electrical premises.
In the course of the presentation of Zheleznogorsk TPP construction project Alexander Pendyurin said that at the moment thermal energy of Zheleznogorsk TPP was supplied to the city and the population through the mains system, almost all structures of Zheleznogorsk TPP were at the high level of construction readiness, and pre-commissioning works were being carried out at more than 90% of the structures. Special priority is given to environmental safety of the facility – up-to-date environmental equipment is used for purification of exhaust gases of the boilers – electrofilters of the fourth generation allowing to purify atmospheric emissions by at least 98. 46%. Operational availability of two boilers of the first start-up complex has been achieved, testing of the third and the fourth boilers of the second strart-up complex will be carried out not later than in February, 2011.
The main objectives of the final period of the project implementation are: putting the coal-conveying plant into operation in December, 2010, and conversion of the prepared boilers of first start-up complex to coal combustion not later than in January, 2011; completion of waterworks tests on Yesaulsky island located on the Yenisei River and cold water supply networks in December, 2010; undergoing all the necessary licensing procedures and putting the whole facility into permanent operation in May, 2011.
Daniel Poneman noted in his turn that construction of Zheleznogorsk TPP was a real example of successful American-Russian cooperation and the meeting demonstrated the final stage of putting of the whole complex into operation.
