NERC of Ukraine Raises Tariffs for Households Consuming Over 150-250 kWh of Electricity by 30% from February

The National Electricity Regulatory Commission (NERC) has increased tariffs for households that consume over 150 kWh of electricity per month (those having no electric cookers and/or electric heating) and over 250 kWh (those having electric cookers and/or electric heating) by 30% starting from February 1, 2011.

The Commission passed this resolution at its meeting. The Commission has reviewed household tariffs to gradually bring them in line with the economically sound level and limit cross-subsidizing of household customers at the expense of industrial and other customers.
Pursuant to the Сommission’s resolution, the new tariffs will apply only to those volumes of electricity that are consumed above the ceiling level (that is for electricity consumed above 150 and 250 kWh, respectively).
By its resolution, the Сommission raised the tariff for electricity supplied to households by 7.31 kop/kWh to 31.67 kop./kWh (VAT inclusive).
Furthermore, the tariffs for households in rural areas increase by 6.75 kop./kWh to 29.25 kop./kWh; for households resident in buildings equipped with electric cookers (including in rural areas) by 5.61 kop./kWh to 24.34 kop./kWh.
The NERC has also raised tariffs for electricity supplied to residential places by 7.09 kop./kWh to 30.73 kop./kWh, residential places in rural areas by 6.53 kop./kWh to 28.31 kop./kWh, residential places with buildings equipped with electric heaters (including in rural areas) by 5.4 kop./kWh to 20.4 kop./kWh.
At the same time, the tariffs will remain unchanged, regardless of volumes consumed, for the following categories of the households: population resident in multicompartment buildings in residential places (cities, towns, villages, settlements) not provided with centralized supply of natural gas and where there are no centralized heat supply systems (the effective tariff is 18.72 kop./kWh); families with dependent children having 3 and more children; foster families (families that take care of 1 to 4 children); orphan homes and family-type hostels.
As reported by the agency, last time the NERC reviewed electricity tariffs for households on July 20, 2006 and increased them by 25% starting from September 1, 2006.
Later the Commission was going to set different electricity tariffs for households depending on volumes consumed.
Thus, On March 19, 2009, the NERC raised electricity tariffs for household consuming monthly over 400 kWh by 3.13 times, or by 51.9 kop./kWh, compared with the currently effective tariffs, up to 76.26 kop./kWh (VAT inclusive) starting from April 1, 2009.
Yet, soon after, the Cabinet of Ministers applied to the regulator to reverse the resolution and the NERC recalled its resolution of April 1, 2009.
