The project resumes the erection of the second stage which is a top priority for the Amur Region because construction of housing and social infrastructure in the region is impeded by the lack of heating facilities. The project is implemented according to the agreement between the Amur Region government and RAO Eastern Energy Systems.
The scope of work for COTES includes examination of the existing construction structures of the second stage, development of the project and working documentation for the facilities, including main equipment consisting of one turbine set and one boiler unit, fuel handling system, process water supply, scheme of power distribution and modern automated process control system. It is expected that the project for the construction of the second stage of the Blagoveshchenskaya CHP will be implemented in cooperation with a well-known Finnish engineering company Pöyry.
Western engineers are expected to join in at the stage of conceptual design and will participate in the development of basic technological solutions based on their expertise in implementation of innovations. Completion of design work is planned for the first quarter of 2012; construction of the power plant is scheduled for 2014.
