The scope of work of COTES covers the development of drawings for connecting outside utility systems, communication systems accounting for existing communications and head structures, expert review of generation site arrangement, analysis and update of the feasibility study for the new site of the power plant. There shall be two stages: development of basic (preliminary) feasibility study and expert review of the basic feasibility study to check its compliance with the requirements of the Russian codes and regulations. Special attention will be paid at assessment of the impact of a 600 MW power plant on the environment.
COTES participates in the project together with Finnish company Poyry – one of the leading engineering companies working in power industry. Under the terms and conditions of the Terms of Reference, design and expert review services shall be completed already in July 2011. The first stage of construction is expected to be online in 2014.
